北極評議会北極圏海洋環境保護作業部会（PAME） Shipping Expert Group (SEG) Meeting 参加報告

2024年11月4～5日にオンラインにて北極評議会北極圏海洋環境保護作業部会（PAME）Shipping Expert Group (SEG）の2024年度3回目の会議が開催されました。本会議はPAME全体会合への報告に向け、これまでの活動報告と今後の活動計画に関する最終協議を行ったもので、ロシアを含めて76名の参加登録がありました。SEGの活動は下記の11のプロジェクトを基本に行われています。
1) Arctic Shipping Status Reports（ASSR）：衛星AIS情報等をもとに、2013～2023年の船舶航行状況、重油の利用状況、北西航路の利用状況、航行船舶の旗国、航行船舶の船種に関するレポートが公表されました。
2) Arctic Shipping Best Practice Information Forum：2025年1月に国際海事機関（IMO）、ノルウェー政府と共同で2025 Polar Maritime Seminarを開催する計画です。
3) Arctic Port Reception Facilities Inventory：北極圏の港湾施設の受け入れ能力をリスト化し、インフラの充足・不足状況の把握を図る調査を実施しています。
4) Collaboration with the Arctic Regional Hydrographic Commission（ARHC）：ARHCと北極評議会とのMOU締結に向けた協議を実施中です。
5) Interpretation of the Polar Code：IMO極海コードの有効・適正な実施を図るため、北極評議会としての意見を整理してIMOへのレポートを作成しています。
6) New Low Sulphur Fuels, Fate, and Behaviour in Cold Water Conditions：船舶用低硫黄燃料の低温環境での挙動や毒性等を検討し、流出油対策のためPAMEおよび緊急事態回避、準備および対応部会（EPPR）にレポートを提供しました。後継プロジェクトも検討中となっています。
7) Systematically Strengthening Observer Engagement in PAME’s Shipping Work：2024年、Observer FAQsを成果としてまとめました。
8) Arctic Arrangement for Regional Reception Facilities：船舶からの廃物に関するMARPOL条約付属書Vにおける陸上受け入れ施設規定に関し、北極圏国に限定した修正を導入したものです。これを引き継いだ後継プロジェクトRegional Reception Facilities Plan（RRFP, 2025-2027）が計画されています。
9) Underwater Noise in the Arctic: Understanding Impacts and Defining Management Solutions – Phase II：2019年・2021年レポートをもとに、海中騒音による環境影響を最小化するための判断支援ツールを作成中です。
10) Wastewater Discharges from Vessels in the Arctic – A Survey of Current Practices：北極域における船舶排水・排出ガス処理に関する理解の向上のためのレポートが2024年に報告されました。その後、後継プロジェクトWastewater Discharges from Ships in the Arctic: Quantification and Best Practicesが承認されています。
11) Raising awareness in the Arctic Council of the provisions of the 2012 Cape Town Agreement：2012年漁船の安全のためのケープタウン協定（IMO）に基づき、北極域での漁船の安全性向上に関する検討を行い、レポートを作成中です。
以上のうち3)、5)、7)、11)のプロジェクトは完了となり、新たに下記の4プロジェクトを提案することが決まりました。

2) The Development of a Regional Reception Facilities Plan
3) Potential Places of Refuge for Vessels in Need of Assistance in the Arctic: An Inventory
