A result of international collaborative research on Arctic legal and policy study under ArCS Theme 7 has been published on April 17, 2019: Emerging Legal Orders in the Arctic: The Role of Non-Arctic Actors, co-edited by Professor Akiho Shibata, Director of the Polar Cooperation Research Centre (PCRC), Kobe University, and three early-career international scholars at PCRC. This is the first volume of a new series: Routledge Research on Polar Law.
This book is based on the presentations made at the PCRC 3rd Symposium on "The Role of Non-Arctic States / Actors in the Arctic Legal Order-Making", held at Kobe University, in December 2017, and examines the constructive role the non-Arctic states and actors, such as Japan, China and EU, can play in the emerging legal orders in the Arctic. This book includes chapters by the former Japanese Ambassador on Arctic Affairs, analyzing the implementation of Japan’s Arctic Policy towards establishing the rule of law in the Arctic, by a Japanese delegation member on the new Central Arctic Ocean (CAO) fisheries regime, and by a Japanese representative on the Arctic Science Cooperation Agreement. Thus, this book is not only for academia but also for policy-makers who will look for practical means available for non-Arctic states to constructively engage in the Arctic legal order-making and implementation. This book represents the high academic quality of Arctic legal and policy studies in Japan undertaken under ArCS project.
